Does it need to hold the hat on or need to come off? If not, do one in two parts. Sew a bauble to the hat in one place and secure the end of an open safety pin about 6″ away from it, sticking out of the hat. Tape the safety pin to the inside of the hat so just a bit of the point sticks out. You can get beads and baubles at Michaels or any crafts supplies store. Safety pins should be easy to find around the house. If not, get some at the crafts supplies store when you go for the bauble.
If it does have to work, get a thin metal skewer from a kitchen supplies place. Sharpen the point with a sturdy file. Get a bead or bauble from a crafts supplies store to put on the other end of it.
