National Broadband Network make $11bil deal with telcos
As the NBN gets rolled out over the next few years, households will have the existing phone jack inside their home replaced with a digital modem.
The switchover will be free and they will not be forced to sign up to broadband.
But they may cop a connection fee of $350 if they have not taken up several earlier chances to connect for no charge.
The deal announced could also mean the end of line rental charges by phone companies as households are offered a completely new billing system for communications such as pay-TV, telephone, internet and other digital services.
The Government has also set up a new company to save the nation's 20,683 public payphones, meaning Telstra will no longer be able to take them away.
Broadband Minister Stephen Conroy said it would "change the way the nation communicates and does business".He said the decision by Telstra and Optus was an "overwhelming endorsement of the NBN".
Telstra will be paid $11 billion to decommission its ageing copper line network and let NBN use its infrastructure to roll out fibre cable to every home.
NBN boss Mike Quigley said it would be faster and cheaper than NBN digging its own trenches.
Telstra chief David Thodey said: "We think it's of great value for our shareholders, for our employees and most importantly for our customers."
Optus gets $800 million for handing over its infrastructure. Chief executive Paul O'Sullivan said its customers would start moving to NBN in 2014.
An Optus spokesman confirmed the controversial black cables would be "pulled down" as the NBN was rolled out.
Opposition Leader Tony Abbott said the NBN was like "closing down a free road to use a toll road".

So the wiring you described looks like they used orange for line 1 and green for line 2. Swapping solid for solid and stripe for stripe should work. Sometimes if a pair of wires goes bad a phone guy will use another pair hence the wrong colors being used. I have seen the phone company reverse colors just to mess with outside contractors and other contractors trying to corner customers.
